as this would not be imported from Hongkong, the un-
fairness shown has not affected our refiners to any-
thing like the extent that the refiners in Japan proper
have suffered.
Nor do I think that it could be proved that our
Hongkong refiners have suffered unless conclusive evi-
dence were forthcoming that sugar which should have
been classed as between 15 and 20 or over had been
passed at the lower rate.
